Not the ones that look complete on the shelf — the ones whose TM 11-5820-890-10 components have actually been verified against the nomenclature list, individually, within the last accountability cycle.

The Readiness Record

Set is the identifier — the specific OE-254/GRC set number that links this inventory record to the equipment log, the hand receipt, and the maintenance record. Status is the operational readiness flag: fully mission capable, partially mission capable, not mission capable. The status icon format makes readiness visible at a glance across the full set count without reading individual records.

Has Missing Items is the boolean that triggers the exception workflow. A set where this field is positive demands immediate investigation before it goes on a hand receipt or gets assigned to a crew. A set where it's negative has been verified complete.

Missing Items and List of Missing Items are the accountability detail. The list of missing items — matched against the prescribed components for an OE-254 set — creates the parts request that goes to supply, the deficiency notation on the PMCS form, and the information that determines whether a set can be made FMC by cannibalizing from another set or whether a requisition has to go up the chain.

For a unit with multiple sets and limited spares float, the complete picture of which components are missing across all sets enables cross-leveling decisions: if Set 3 is missing the mast cap and Set 7 has two, the resolution is internal. If four sets are all missing the same whip element, that's a supply action that needs to move quickly before the mission window closes.

A set that's 90% complete and sitting on a shelf as "has missing items" is a maintenance failure disguised as an inventory record.
